Heras acquittal 24/06/2011  Appeal against sanction ID 711

Heras appealed successfully on the grounds that the court had jurisdiction to judge the appeal since the RFEC acted as a public authority by suspending him and that there had been errors (including a late delivery of samples) in the testing process.
